This collection was acquired by the Rutherford B. Hayes Presidential Center in 1967.

Biographical Sketch
Richard Wigginton Thompson was an Indiana lawyer, politician and author who served in Hayes' cabinet as Secretary of the Navy until December 21, 1880, when he resigned his position to accept the chairmanship of the American Committee of the Panama Canal Company. Thompson was born June 9, 1809 to William Mills and Catherine Wigginton (Broadus) Thompson. At age 22 he left his home in Culpepper County, Virginia, finally settling in Lawrence County, Indiana. After being admitted to the bar in 1834, he was elected as a Whig candidate to the Indiana legislature, serving until 1836 when he became a state senator. Thompson also served in the 27th (1841 - 1843) and the 30th (1847 - 1849) Congresses, as well as being a presidential elector for Harrison and Tyler in 1840 and Lincoln and Johnson in 1864. During the Civil War he was commander of Camp Thompson and provost marshal for the Terre Haute district, his residence since 1843. Thompson was a delegate to the Republican National Conventions of 1868, 1876, and 1892. In one of his last political roles, he nominated Benjamin Harrison, a fellow Hoosier, for president at the 1892 convention. Affectionately known by Indiana residents as AUncle Dick@ and Athe Grand Old Man,@ R.W. Thompson also was the author of several books: The Papacy and the Civil Power (1876); The History of Protective Tariff Laws (1888); Recollections of Sixteen Presidents (1894); and the Footprints of the Jesuits (1894). His active political life came to an end on February 9, 1900, when he died in his Terre Haute home. He was interred in High Lawn Cemetery. The scrapbook (288pp.) contains letters and telegrams to and from Thompson, newspaper clippings about his life and political career, and assorted memorabilia. A listing of correspondents and subjects contained in the scrapbook follows.

Scope and Content
This collection contains personal papers of R. W. Thompson and also papers of the Chiriqui Improvement Co. for which he served as an attorney in the years before becoming Secretary of the Navy and with which he had some connection after resigning that appointment. The papers span the years from 1830 to 1945. They are arranged in two parts: those of a personal nature and those dealing with the Chiriqui Improvement Co.

Thompson's personal outgoing correspondence consists of 12 items embracing the years 1830 to 1897. The incoming correspondence dating from 1836 to 1930 contains some 60 letters. They include family letters and invitations and correspondence focusing on Thompson's personal interests including religion, politics, and Indiana history. In addition there is some biographical material; briefs of Thompson's court cases; sixteen original manuscripts; printed materials of which some are bound; and also photographs of Thompson and his home.

The Chiriqui Improvement Co., of which A.W. Thompson [not related to R.W. Thompson] was president and for which Richard W. Thompson was at one time attorney, was organized in the 1850s. The lands form the province of Chiriqui in Western Panama and a portion bordering Costa Rica. Thompson planned the establishment of naval coaling stations on the Atlantic and the construction of roads and railroads. Also Thompson envisioned resettling freed slaves in the area, a policy he promoted during the Lincoln administration.

The papers, spanning the years 1845 to 1945, reflect Thompson's efforts to secure government assistance in his undertaking. They deal with inter-ocean highways, ocean shipping, railroads, history of Central American, geological reports of the Isthmus with descriptions of terrain, natural beauty, resources, natives, and living conditions..

The correspondence consists of more than 500 letters and is arranged chronologically. Also included numerous agreements, contracts, briefs, indentures, of which some are drafts while others are completed. Some documents are written in Spanish while others are in English. English translations accompany some of the documents. This collection also contains numerous maps of Central America and of various parts of this Isthmus; minute book; book of stock certificates; official seal; news clippings; and printed items.
