We part with you with uncommon regret.  During your two missions to this country we have had opportunities to appreciate the discrimination which the Colombians showed in their bestowing upon you their trusts, and among them those of their Chief Magistrate and Minister for Foreign Affairs.  You will take with you our best wishes for your personal welfare and for the peace and happiness of the United States of Colombia.
