My Young Friends, Superintendents and Teachers: I wish to congratulate you, and return you our very heartiest thanks. We hope the happy day is not far distant when every State in the Union will possess such educational advantages as you enjoy. When that day comes, public opinion will be patriotic, wise, pure and just; and in this country public opinion is the Government.
